Bandai Namco Games have announced Your Local Railway for 3DS (and Wii U!). That’s probably not the exact name (the Japanese is ご当地鉄道 ご当地キャラと日本全国 の旅) and it’s not a railway game but a board game (sugoroku to be exact) with 120 gotochi characters. I can’t confirm Kumamon at this stage but from the screenshot (I assume a Wii U one) you can play as your Mii! Yay!
